George Siemens makes an interesting comment in Wikis at Work
The baggage of existing thinking is a great inhibitor to blogs, podcasts, wikis, and social bookmarks. Instead of accepting a tool for what it is and what it does, we too often try and fit it into our existing view of what is possible or required.
This is something that I haven't heard articulated but absolutely relates to uptake of anything new that breaks the model of how people think about work. It's also a great explanation for why more conservative organizations don't pick up these tools: they wait until others figure out how they fit into business.
